On Wednesday, the Wisconsin Supreme Court delivered a unanimous decision against Governor Tony Evers’ use of a line-item veto on a bill that did not include an appropriation. The ruling was related to Act 20, authored by Assembly Education Chairman Representative Joel Kitchens.
In response to the court’s decision, Representative Kitchens stated, “I am excited that the $50 million we set aside to help school districts shift to science-based reading can finally be released. I am grateful that the Supreme Court recognized that the governor’s attempt to expand his already extensive partial line-item veto power was unconstitutional. It is unfortunate that this power grab delayed us in fully implementing Act 20 and getting money out to the schools for two years.”
Kitchens emphasized that the funds will now support training, new curricula, and coaching for teachers transitioning to science-based reading methods. He expressed pride in Wisconsin schools already adopting these changes and achieving positive outcomes.
He further remarked on the significance of the legislation: “The Right to Read Act is one of the most important pieces of legislation we have passed in recent years and, after this ruling, we can ensure that every child has a chance to succeed.”
